<p>PAUL Ryan&#8217;s budget does spend roughly $352 billion less over 10 years on domestic discretionary spending than would the president. The president suggests that this means that children could no longer go to college, the weather service would be abolished, and roads and bridges would crumble into dust. In reality, the largest gap between the president’s spending plans and Ryan’s would occur in 2016, when Ryan would spend $43 billion less on domestic discretionary programs than the president. That amounts to roughly 1.1 percent of projected total federal spending that year. Ryan would, in fact, slightly increase discretionary domestic spending from $1.170 trillion in 2013 to $1.212 trillion in 2022. Social Darwinism should be made of sterner stuff. 
<p> </p>
<p>And, of course, what presidential speech would be complete without a denunciation of Ryan for wanting to “end Medicare as we know it.” The president’s rhetoric raises the specter of seniors being wheeled out of their hospital beds tomorrow morning. But Ryan has not proposed <em>any</em> changes to the program for current recipients. It is true, of course, that Ryan would restructure Medicare for those under age 55 to give recipients a choice between the traditional program and a voucher that would allow them to purchase private insurance. But, his plan, drafted together with Democratic senator Ron Wyden of Oregon, hardly slashed Medicare spending — in 2022, it would spend just $21 billion less than the president’s budget. </p>
<p>The president manages to leave out his own proposal for Medicare, which is to have an unelected 15-member board further reduce payments to physicians. Even Medicare’s own actuaries warn that those cutbacks could lead to hospital closures and reductions in access to care or the quality of care.</p>
<p>Given that estimates of Medicare’s unfunded liabilities run from a low of $25 trillion to as much as $90 trillion, the program is clearly going to have to change. The president may believe his changes are better than Ryan’s, but to pretend that he would leave the program exactly as it is while Ryan would leave sick seniors in the streets to die is simply unstuck from reality.</p>
<p>All this is not to say that the president is not committed to deficit reduction — at least rhetorically. For instance, the president claims, “I’ve eliminated dozens of programs that weren’t working.” Well, maybe. But the total savings from those cuts amounts to less than $100 million. That’s million with an “M,” out of a $3.7 trillion budget. That’s trillion with a “T.”</p>

<p>A century after the Titanic sank on its maiden voyage, Belfast is counting on a new visitor attraction about the iconic ship to put the city that built it back on the tourist map.</p>
<p>The Northern Irish capital hopes the Titanic Belfast complex will entice holidaymakers to spend time &#8212; and, crucially, money &#8212; in the British province.</p>
<p>Three decades of sectarian violence lasting until the late 1990s made Northern Ireland a no-go area for foreign visitors. The city is hoping the attraction will give a much-needed boost to its tourism economy.</p>
<p>With its wider economy still lagging behind the rest of the United Kingdom following the misery of the Troubles, Northern Ireland is once again looking to Titanic to drive its prosperity forward &#8212; just as it did 100 years ago.</p>
<p>&#8220;For many years we have been promoting Belfast and Northern Ireland as a tourist destination all over the world but it&#8217;s been very difficult, because we have a very negative past,&#8221; Titanic Belfast&#8217;s marketing chief Claire Bradshaw told AFP.</p>
<p>&#8220;Titanic is the big story that will help visitors make the decision to come to Belfast.</p>
<p>&#8220;Absolutely it will put money into our economy.&#8221;</p>
<p>Northern Ireland&#8217;s economy, heavily reliant on the public sector, has been hit not only by the United Kingdom&#8217;s recession and austerity measures but also the financial collapse in the Republic of Ireland.</p>
<p>During 2011, Northern Ireland welcomed an estimated 973,000 overseas visitors, 84 percent of them from the British mainland. Their estimated expenditure was £263 million ($417 million, 314 million euros).</p>
<p>Therefore much is riding on Titanic Belfast, which opened with fanfare on March 31, 100 years to the day since the liner was finished in a nearby dock.</p>
<p>&#8220;It&#8217;s a boost for Belfast at a time when the economic climate is challenging,&#8221; Titanic Belfast chief executive Tim Husbands said.</p>
<p>&#8220;It&#8217;s very much a platform for tourism growth throughout the province.&#8221;</p>
<p>The province is targeting the booming Asian market and hopes the enduring appeal of the Titanic&#8221;brand&#8221; will lure foreigners from the London tourist traps.</p>
<p>Officials hope the £97 million Titanic Belfast, shaped to look like four cruise liner-sized bows, will attract 425,000 visitors in its first year.</p>
<p>Rising out of the derelict Harland and Wolff shipyards, it tells the story of the vessel from its inception in Belfast&#8217;s industrial boom years through to its launch, its sinking and the aftermath.</p>
<p>Belfast&#8217;s 21st-century embrace of the Titanic is in marked contrast to most of the last 100 years.</p>
<p>When it was built, it was a symbol of the city&#8217;s prowess. But after it sank on April 15, 1912, Belfast went silent about the liner.</p>
<p>&#8220;It was the largest vessel in the world from the biggest shipyard in the world. It was the pride of Belfast, with the workmanship that had gone into it,&#8221; said Stephen Cameron, co-founder of the Belfast Titanic Society.</p>
<p>When reports of the disaster came through, &#8220;grown men were seen standing crying in the street. These guys had worked on the ship for years and couldn&#8217;t comprehend the news,&#8221; the author of &#8220;Titanic: Belfast&#8217;s Own&#8221; told AFP.</p>
<p>But in those days, people were not encouraged to dwell on the disaster.</p>
<p>&#8220;Those were the values of the time. &#8216;We move on and we don&#8217;t talk about that any more&#8217;,&#8221; Cameron said.</p>
<p>&#8220;There was very little interest in it worldwide before the wreck was discovered in 1985.&#8221;</p>
<p>The revival of interest is leaving its mark, with bars, railway stations and even the shipyard area being renamed after the doomed vessel.</p>
<p>And among Belfast&#8217;s famous murals, usually dedicated to paramilitaries or victims of the Troubles, the Titanic has found a place.</p>
<p>However, reminders of the conflict are never far away in Protestant east Belfast.</p>
<p>One mural dedicated to the Titanic&#8217;s victims and its survivors is just across the road from a similarly monochrome Loyalist paramilitary mural. A few streets away, a Catholic area is screened off behind a giant fence.</p>
<p>And only last June, sectarian riots took place directly in front of another, dedicated to the &#8220;Ship of Dreams&#8221; and boasting: &#8220;Built in Belfast&#8221;.</p>
<p>Nevertheless, Northern Irish tourism minister Arlene Foster said the focus for 2012 was on changing perceptions of the province.</p>
<p>&#8220;It is wonderful to see Northern Ireland making global headlines for all the right reasons,&#8221; she said.</p>

Dynamic, culturally authentic, and ostensibly democratic, Islamists advance a body of uniquely vibrant political ideas and constitute the only Muslim political movement of consequence. But Islamism is the third totalitarian ideology (following fascism and Communism). Preposterously, it proposes a medieval code to deal with the challenges of modern life. Retrograde and aggressive, it denigrates non-Muslims, oppresses women, and justifies force to spread Muslim rule. Middle Eastern democracy threatens not just the West’s security but also its civilization.</p>
<p>That explains why Western leaders (with the brief of George W. Bush) shy away from promoting democracy in the Muslim Middle East.</p>
<p>In contrast, the region’s unelected presidents, kings, and emirs pose a lesser threat to the West. With Moammar Qaddafi long ago chastened by American power and Saddam Hussein removed by American-led forces, the egomaniacs were gone by 2003 and surviving strongmen largely accepted the status quo. They asked for little more than to be allowed quietly to repress their populations and noisily to enjoy their privileges.</p>
<p>A year ago, Western policymakers could survey the region and note with satisfaction that they enjoyed reasonable working relations with all the governments of Arabic-speaking countries, excepting Syria. The picture was not pretty but functional: Cold War dangers had been thwarted, Islamist ones mostly held off.</p>
<p>Greedy and cruel tyrants, however, present two problems to the West. By focusing on personal priorities to the detriment of national interests, they lay the groundwork for further problems, from terrorism to separatism to revolution, and by repressing their subjects, they offend the sensibilities of Westerners. <p>Here in Dublin all is calm and autumnal. Laurie working on a new book &#8211; the nature of which I am forbidden to reveal. </p>
<p>Venetian World traveller, Frank O&#8217;Halloran of Venezia, visited us &#8211; I guess to get a good look at the home of his forebears. He travels an awful lot for his job, and friends of ours in Venice would frequently pull me aside and ask me if Frank was in the CIA.  I would reply &#8220;I don&#8217;t know&#8221;. (He isn&#8217;t &#8211; I don&#8217;t think.)</p>

<p>We showed him some of the sights, took him to our fav pub (Davy Byrnes (davybyrnes.com) and had a good time.</p>

<p>While diplomatically inconvenient for the Western powers, Palestinian Authority president Mahmoud Abbas’s attempt to get the U.N. to unilaterally declare a Palestinian state has elicited widespread sympathy. After all, what choice did he have? According to the accepted narrative, Middle East peace is made impossible by a hard-line Likud-led Israel that refuses to accept a Palestinian state and continues to build settlements.</p>

<p><strong>It is remarkable how this gross inversion of the truth has become conventional wisdom.</strong> In fact, Benjamin Netanyahu brought his Likud-led coalition to open recognition of a Palestinian state, thereby creating Israel’s first national consensus for a two-state solution. He is also the only prime minister to agree to a settlement freeze — ten months — something no Labor or Kadima government has ever done.</p>
